I'm going to run a couple tests, but I'm planning on using a 1st gen gpu heatsink on the gpu, and a trimmed down 1st gen gpu heat sink on the cpu with a 70mm x 10mm fan mounted directly on top of each one. My reasoning here is that the 1st gen GPU heatsink did an ok job cooling, so it should be better than that with the fan mounted directly on it, and the cpu usually runs cooler than the gpu, so a trimmed down gpu heatsink should work. Otherwise I'm considering iceberq4 pro heatsink/fans.
(THESE) They get great reviews & I've seen them used with some apparent success in an original xbox.
I'm up for ideas tho! I need to keep the cooling system under 25mm.
